Absztrakt (kivonat)

This thesis explores the relationship between institutional structures and corruption in the context of public procurement in Hungary. By applying the theoretical lens of Institutional Economics, the study investigates how formal rules, enforcement mechanisms, and informal practices shape the procurement process and influence corruption risks. Through the analysis of legal frameworks, case studies, and public data, the research highlights systemic vulnerabilities that allow for rent-seeking behavior, favoritism, and limited competition. Special attention is given to the role of political influence, transparency mechanisms, and regulatory oversight in mitigating or exacerbating corruption. The findings suggest that institutional weaknesses, combined with a lack of accountability, significantly contribute to inefficiencies and the misallocation of public resources. This study contributes to the broader understanding of how institutional reforms can promote transparency, efficiency, and integrity in public sector governance.
