Absztrakt (kivonat)

This thesis examines how participatory budgeting (PB) functions in Budapest. PB is a democratic tool that allows residents to propose and vote on projects funded from the municipal budget. The study places this process within the broader context of participatory democracy and the recent political and institutional developments in Hungary. A mixed-method approach was applied, including stakeholder interviews, analysis of anonymised voting and participation data from recent PB cycles, and the evaluation of a post-voting satisfaction survey. The thesis explores how different actors understand PB, how participation varies across the city, and which structural and institutional factors shape the functioning of the programme. The research aims to provide a clear and comprehensive overview of how PB operates in Budapest and to identify considerations that may support its future development by combining theoretical perspectives with empirical evidence.
