Changes in politics, technology, and the economy have all had an impact on modern diplomacy in the past 20 years. In the past diplomacy was conceived as a skill that involved negotiation, culture and language as elementary factors. Diplomats today work in a far more multitasked and agile framework. In addition, the complexities resulting from the advancement of technology and globalization pose more elaborate fundamental strategic problems requiring imagination. Emerging issues like technology and AI, climate action, and gender issues have transformed the so called ‘diplomatic norm’ and require innovation from diplomats. International relations now are much more encompassing of technology, the environment, social justice and their intersection with diplomacy, rendering them complex. Due to the prevailing complexity, these matters are becoming increasingly accompanied by the fundamental necessity to negotiate and communicate. The paradigm of inter-state diplomacy based on the ISO model is increasingly being challenged by powerful transnational corporations, NGOs, and private citizens who greatly influence global affairs. This thesis intends to investigate where the growing demands affect the field of diplomacy, focusing on the climate of international politics and technology. It also intends to analyze the diplomatic strategies of various nations, paying attention to the gaps between Joe Biden and Donald Trump, whose diplomacy suggests differing degrees of flexibility to contemporary realities. In addition, focus will be drawn to cultural and linguistic problems, for instance, Péter Szijjártó’s negotiations in several languages demonstrate the need for at least one other language aside from English. The analysis will include China, Russia, and the European Union whose political and cultural diversity influence the conduct of diplomacy. The research addresses several main questions: What are the essential skills and strategies required for successful diplomacy in the 21st century? How do digitalization, climate change, artificial intelligence, and gender equality influence modern diplomatic practices? How do countries with differing political and cultural contexts approach these challenges? Additionally, how can traditional diplomatic tools be adapted to address contemporary issues effectively? By examining these issues, the research intends to provide a comprehensive overview of contemporary diplomacy’s evolving requirements and suggest potential solutions. The hypothesis of this research is that diplomacy in the 21st century must significantly adapt and broaden its approaches. Traditional diplomatic skills and frameworks, while still essential, need to be augmented with new competencies, such as digital literacy, cultural agility, and cross-sector collaboration, to effectively address emerging global challenges like technological innovation, climate change, and social inclusion. It is expected that diplomatic actors who integrate these new elements into their practice, alongside core negotiation and communication skills, will navigate contemporary issues more successfully and maintain international cooperation more effectively. The methodology of this research involves a combination of literature review, comparative analysis, and empirical research through interviews and analytical techniques. The structure of the thesis is designed to systematically address the various aspects of modern diplomacy. First, the traditional expectations and roles of diplomacy are presented, followed by an exploration of the new challenges brought about by technological, environmental, and social developments. A comparative analysis of different countries' approaches to diplomacy is conducted, highlighting specific case studies and practical examples. This analysis will provide insights into how various nations respond to global challenges and adapt their diplomatic frameworks accordingly. Additionally, a thorough examination of the role of artificial intelligence, health diplomacy, and economic relations will be conducted. Empirical research involving interviews with diplomats and experts will provide valuable insights into the practical implications of these changes. The findings from these interviews will be analyzed and summarized to draw meaningful conclusions about the future of diplomacy. This empirical approach will also explore the perspectives of professionals working in different diplomatic contexts, providing a broader understanding of the challenges and opportunities faced by modern diplomats. Ultimately, this introduction aims to outline the relevance of the research and establish the framework for understanding the significant shifts occurring within the field of diplomacy. By presenting a well-rounded examination of contemporary diplomatic practices, this thesis seeks to contribute to the broader discourse on how the diplomatic profession can effectively navigate the complexities of the 21st century. Furthermore, it aims to offer practical recommendations for enhancing diplomatic training and frameworks to better prepare future diplomats for the dynamic and unpredictable nature of global relations.
