This article analyzes the roles of China, Japan, and South Korea in promoting regional economic cooperation in East Asia, particularly the interactions and games between multilateral and bilateral mechanisms. Through the lens of institutionalism, the author explores how the three countries have attempted to deepen their cooperation through economic diplomacy despite insufficient political trust and historical legacies.The article first reviews the increased awareness of regional cooperation after the Asian financial crisis and points out that despite the growing ties among the three countries in trade, investment and finance, the level of institutionalization of regional cooperation remains limited. The authors point out that China, Japan, and South Korea play different roles in multilateral cooperation (e.g., ASEAN+3, East Asia Summit, RCEP), and that their level of participation is influenced by national interests, strategic considerations, and competition for dominance. China is seen as the main driver of regional financial cooperation (e.g., the Chiang Mai Initiative), while increasing its regional influence through initiatives such as the Belt and Road Initiative. Japan, on the other hand, prefers to balance China's rise by emphasizing a “rules-based” and cooperative framework with the United States. South Korea, on the other hand, has adopted “balanced diplomacy” between China and Japan to promote pragmatic cooperation, especially in the China-Japan-South Korea FTA negotiations to play a bridge role. The article points out that despite the institutional willingness of the three countries to cooperate, cooperation has often stalled due to geopolitical tensions, historical disputes, and competition for regional leadership. However, the authors also argue that shared economic interests and the need for regional stability have led the three countries to make some progress in certain areas (e.g., crisis response mechanisms, regional infrastructure investment).The conclusion emphasizes that in order to achieve more effective regional economic cooperation, the three countries need to enhance political mutual trust, promote institutionalization, and strengthen coordination in the global economic governance system. The authors call on China, Japan and South Korea to abandon narrow nationalism and work together in a pragmatic manner to shape an open, inclusive and win-win regional order.
