This study analyzes the effect of the EU-Vietnam Free Trade Agreement (EVFTA) on Vietnam's textile exports to the EU, looking at trends both before and after the agreement came into effect in August 2020. Considering the importance of the textile industry for Vietnam's economy, the study analyzes the level of export performance, export product composition, and challenges concerning the utilization of EVFTA benefits. The study is based on a qualitative-descriptive approach and secondary data collection. It finds that total exports of textiles to the EU increased by 14.8 percent from 2020 to 2023, relative to the preceding four years. The increase was primarily due to exports of knitted apparel (HS 61), which increased by nearly 38 percent. Woven apparel (HS 62) stagnated because of compliance with origin checking delays. Other textile goods (HS 63) also increased, due in part to pandemic-related demand.Notwithstanding tariff disadvantages, many SMEs at this level have difficulty with compliance with origin rules and technical requirements. There are some regulatory attempts to assist SMEs, but in general, a lack of awareness and limited funding make realization extremely difficult. Long-term shifts indicate a growing proportion of knitted and technical textiles, in line with EU market demand.In conclusion of this study, it is clear that although EVFTA provides preferential opportunities for trade, adaptation along with suboptimal monitored support and guidance from authorities is vital for success in these regions, along with market strategy changes toward sustainable practice and resource policy shifts.
