This thesis examines the European Union’s (EU) role as a normative power in global climate governance, exploring how it shapes international norms and policies to address the pressing challenge of climate change. The EU has positioned itself as a global leader in promoting sustainability, equity, and multilateralism, using tools such as its regulatory frameworks, financial mechanisms, and diplomatic influence. This study applies the concept of normative power of the EU to analyse the EU’s contribution to pivotal initiatives like the Paris Agreement and the diffusion of its Green Deal principles. It also investigates the EU’s ability to export norms through its trade agreements and partnerships with third countries, evaluating both successes and challenges. While the EU’s normative power is often celebrated, this thesis critically examines its limitations, including internal divisions, external geopolitical pressures, and accusations of hypocrisy between rhetoric and practice. By combining theoretical insights with case studies, this research highlights the EU’s strengths and weaknesses as a normative actor in climate governance, providing implications for its future role in shaping global climate policies.
