Absztrakt (kivonat)

The thesis, titled "Artificial Intelligence Security in the European Union Under the Framework of the EU AI Act," analyses the European Union’s regulatory approach to AI security through the recently enacted AI Act. Artificial intelligence has revolutionised industries, economies, and governance, but its rapid advancement introduces critical security and ethical challenges. This research aims to evaluate the Act's ability to address these risks, especially in high-risk sectors, while fostering responsible innovation. The background section highlights existing AI security risks in domains such as healthcare, law enforcement, and finance, where AI systems are increasingly deployed. It also reviews the EU AI Act's key provisions, including its risk-based classification framework. This analysis positions the EU AI Act as both a milestone in AI governance and a potential model for global regulation, despite its limitations in addressing emerging technologies like self-learning algorithms. The research problem centres on evaluating the effectiveness of the EU AI Act in mitigating current security risks, identifying gaps in its provisions, and proposing updates to address future challenges. The study also investigates how the EU’s approach to AI security compares with frameworks in other regions and explores opportunities for global alignment in AI regulation. The methodology involves a comprehensive policy analysis of the EU AI Act, case studies of AI security incidents, expert interviews with AI professionals, and a comparative review of global AI frameworks. This approach ensures a thorough examination of the Act's strengths, limitations, and broader implications. The findings will discuss the strengths of the EU AI Act’s security measures and its adaptability to emerging challenges, and conclude by emphasising the significance of robust AI security frameworks and the EU’s potential to set global standards for responsible AI development. Through its insights, the research contributes to both academic discourse and practical policymaking in AI security.
