Research Proposal: US Unilateral Economic Sanctions (UES) Introduction While many states resort to unilateral economic sanctions (UES), the United States is the leading state in imposing such measures. A notable example is the UES imposed by the US and its western allies on Russia in response to the war on Ukraine. These sanctions were used as an economic weapon to exert pressure on Russia and compel it to withdraw its troops. As opposed to multilateral sanctions, unilateral sanctions are adopted outside the framework of the United Nations. Moreover, such measures have raised concerns regarding their legitamcy, their lawfulness under international law, their impact, and their effectiveness in achieving the intended policy goals. Research Questions 1. Objectives o What are the primary objectives of US unilateral economic sanctions? o Do the declared objectives of employing UES align with the real intended goals? o How do US policymakers justify the use of unilateral sanctions? 2. The lawfulness of US UES under international law o To what extent are these sanctions compatible with international law, particularly principles of sovereignty, jurisdiction, and human rights? o What legal arguments are employed by the sending state? 3. Impact on Target States: o What are the impacts of UES on the target states? o What are the impacts of UES on non-target states? 4. Effectiveness: o Are US UES effective in achieving their goals? o Are there alternative foreign policy tools that are more effective in achieving the intended goals of UES while making less impact on target state? Methodology A mixed-methods approach will be employed to analyze the complex legal, political, and economic dimensions of US unilateral economic sanctions. The research will involve: 1. Legal Analysis: The assessment of the lawfulness of UES under international law 2. Case Studies: an analysis of certain cases of US UES, such as Russia, Iran, Cuba, and Venezuela. 3. Policy Analysis: A critical examination of US foreign policy objectives to determine the rationale for employing such measures 4. Economic Analysis: analysis of economic data to assess the impact of UES and their effectiveness in reaching their declared objectives Expected Contributions This research is expected to make several contributions to the field of international relations: 1. Determining the real objectives of US UES: This research will provide a critical analysis of US UES and distinguish between declared objectives and non-declared objectives 2. Enhanced Understanding of the Impact and effectiveness if US UES: The research will include data related to the impact and effectiveness of US UES 3. Policy Recommendations: Based on the findings, recommendations of alternative policy measures will be proposed to achieve the intended goals while making less collateral damage. 4. Advancement of International Law: The lawfulness of imposing UES will be assessed.
