Absztrakt (kivonat)
This research critically examines the mechanisms of international responsibility for war crimes in the post-conflict period, emphasizing the role of the European Union (EU) in promoting accountability and reconstruction. The study defines war crimes and examines the framework of international responsibility, emphasizing the importance of combating these crimes for global justice and stability in conflict-affected regions. The main question of the study is: how does the EU's involvement in accountability mechanisms and economic recovery contribute to post-conflict justice and stability, especially in Ukraine? This issue highlights the EU's combined approach to accountability and stability, combining a legal framework with economic support. The study evaluates the role of the International Criminal Court (ICC) and national courts in the investigation of war crimes and analyzes how the EU supports these mechanisms through financial, legal and diplomatic channels. It examines the EU's support for national courts with universal jurisdiction, as well as its role in transitional justice initiatives such as truth and reparation commissions, which are crucial to ensuring accountability and public reconciliation. Using a qualitative methodology, the study uses case studies, document analysis and thematic synthesis to capture the nuances of the EU contribution. Key cases reviewed include the trial of Al-Khatib in Germany, the development of Ukraine's judicial system and the EU's participation in the peace process in Colombia. Each case illustrates the multifaceted support of the EU, which goes beyond legal structures and extends to economic assistance, which is crucial for long-term stabilization.Document analysis includes EU policy documents, legal texts, NGO reports and ICC cases, while thematic synthesis identifies recurring themes such as justice-based economic assistance and community reconciliation. A comparative analysis of the EU's actions in various conflict situations sheds light on the relationship between justice and development in building sustainable societies in the post-conflict period. It is shown that the EU's economic policy and assistance programs make a significant contribution to post-conflict reconstruction. The EU's financial support for judicial processes and economic recovery contributes to long-term stability and sustainable development, which is in line with the broader geopolitical and economic interests of the Union. In addition to legal assistance, the EU prioritizes economic recovery, and financing initiatives aimed at rebuilding infrastructure, developing trade partnerships and creating jobs. This integrated approach supports long-term development and peace by aligning justice efforts with the broader strategic objectives of the EU.Ultimately, the study highlights the need for an integrated approach in which justice mechanisms and economic recovery efforts work together to enhance accountability and stability in line with the EU's long-term strategic objectives. Recommendations are proposed to further strengthen the EU's role, ensuring that its support for justice mechanisms and post-conflict economic recovery will contribute to lasting peace and regional stability. Through this multidimensional strategy, the EU strengthens its commitment to both justice and economic sustainability, supporting a more sustainable and peaceful future for conflict-affected regions.
