China's "Belt and Road" Initiative (BRI), as an economic cooperation program with a global dimension, has long-term and profound effects on the participating countries in terms of foreign direct investment (FDI). Taking Hungary as the research target, this paper investigates how China's "Belt and Road" Initiative affects FDI in Hungary, with a special focus on the development opportunities and investment environment faced by Chinese enterprises in Hungary. Furthermore, it summarizes the historical background of the "Belt and Road" Initiative as well as the development history of FDI in Hungary. The incentives for FDI based on Hungary and the relevant legal regulations are summarized. As early as 2013, the government of Hungary launched the"Eastern Opening " policy. The objective was to open up to the East in order to attract more investors from other countries. Under the "Belt and Road" Initiative, the cooperation between China and Hungary in the field of economy and trade has accelerated, and the quality of the cooperation between the two sides is continuously rising. On Hungarian territory, manufacturing plants for various industries are approaching completion. In Central and Eastern Europe, China is Hungary's core trade partner. Chinese investment projects in Hungary cover a broad range of industries including, but not limited to, chemicals, finance, telecommunications, new energy, automotive, logistics, Chinese medicine, and security technology. Meanwhile, using the Hungarian-Serbian Railway as a case study, the purpose of this paper is to depict the development of Chinese companies in Hungary in a more in-depth manner. The research uses Professor Dunning's OLI model as well as the concepts of vertical and horizontal FDI and trade platform FDI to explore the advantages and disadvantages of Chinese enterprises' investment in Hungary in the context of China's "Belt and Road" Initiative. In addition, the central motivations and reasons behind why Chinese companies choose to invest in Hungary are examined in depth. A comparison with Poland is chosen and an insightful comparative study with Hungary is conducted.
