Abstract

This paper investigates the complex link between heritage conservation and cultural tourism in the case of Azerbaijan, with a particular focus on the Baku-Absheron region. With a vast array of historical sites, architectural wonders and cultural traditions, Azerbaijan is a major cultural tourism destination. However, overtourism, rapid urbanization, modernization ineffective government strategies are presenting considerable threats to the preservation of its cultural heritage. Using a cross-disciplinary research approach, drawing on approaches from heritage studies, tourism studies and urban planning, this research investigates the challenges of reconciling the promotion of cultural tourism with the necessity of preserving heritage conservation. Using qualitative research methods, including interviews and surveys, the study explores the perspective of stakeholders involved in heritage management and tourism promotion in the Baku-Absheron region. The findings shed light on the successes, shortcomings and opportunities for improving sustainable cultural tourism practices while ensuring the long-term conservation of Baku-Absheron region's rich cultural heritage. This work adds to the academic discussion on heritage conservation and cultural tourism management, and provides insights that can inform policy and practitioners in Azerbaijan and beyond.
