Absztrakt (kivonat)

Situated at the geostrategic crossroads linking the Indian and the Pacific Ocean, Southeast Asia is a crucial hub for maritime transportation and communication routes. It is also served as a convergence point for two significant geopolitical initiatives: the Indian Ocean-Pacific Strategy (IPS) and the Belt and Road Initiative (BRI). In this context, Southeast Asia becomes an arena “where powers meet”, notably the strategic rivalry between the US and China. As the sole organization encompasses the region, ASEAN plays a vital role amid the competition. ASEAN's position relies on the evolving dynamics of the rivalry, the policies of each superpower, and the effectiveness of ASEAN's responses. In addition, being the comprehensive strategic partnership of both China and the US, Vietnam is also facing challenges between US-China’s spectrum. In this context, the paper tries to seek out the answers for three questions (1) What is ASEAN’s perception in Sino-US rivalry? (2) What are ASEAN’s strategies over Sino-US rivalry? (3) What are the implications for Vietnam’s foreign policy amid Sino-US competition? The paper applies qualitative descriptive research method with the secondary data from the extant spectrum of the research topic includes previous research, recent social media coverage, and various reports and publications. In addition, to gain an in-depth insight into ASEAN countries’ perceptions, the research compiles the data set from annual reports about The State of Southeast Asia conducted by ISEAS – Yusof Ishak Institute with the timeframe for analysis limits from 2021 to 2023. It can be found from the analysis that the perception of ASEAN countries towards the influence of the US and China are varied. Hence, striving for the unity in ASEAN is one of the biggest challenge in the balancing-act of the association. Vietnam is well-positioned to contribute to enhancing ASEAN's role and position, while leveraging favorable external factors to serve national interests and the well-being of its people.
