The Indo-Pacific, a wide geographical area that concludes the Indian Ocean and Pacific Ocean, is the region that comprises two-thirds of the world economy and over half of the world’s population. The Indo-Pacific region is also the home of several world’s strong militaries, as well as various emerging economies. Acknowledging the importance of the region and the promising opportunities that can be offered, the European Union has taken a new approach towards the region and developed its Indo-Pacific policy. The EU’s new approach to the region was signaled with the publication of the EU Strategy for Cooperation in the Indo-Pacific in September 2021. The role of ASEAN was also emphasized in this strategy when the EU mentioned ASEAN as an important partner in the region.As security is a high concern for the EU and ASEAN in the Indo-Pacific region, this thesis aims to answer the questions - “what is the EU’s security policy in the Indo-Pacific and what is ASEAN’s role in this policy?”. The method of research adopted in this thesis is a combination of different qualitative research methods. Data for this thesis has been collected from primary sources, such as official speeches, statements, and documents by government officials, as well as articles, journals, and publications from various secondary sources. The thesis also includes an interview with His Excellency Dr Ton Sinh Thanh, Ambassador of Vietnam in India between 2014 - 2018 regarding the EU and ASEAN cooperation in the Indo-Pacific.To accomplish the mentioned research objective, the thesis is divided into three main parts as an in-depth study of the EU and ASEAN in the Indo-Pacific. The first part commences with a review of the European Union’s view of the Indo-Pacific region, then goes deeper with the analysis and evaluation of the EU’s security policy in the region and its implementations. The first part investigates the European Union's (EU) approach to the Indo-Pacific region, focusing on security strategy, and the effectiveness of its security policy implementation in the region. These findings contribute to a deeper comprehension of the EU's role and influence in the Indo-Pacific and offer valuable insights for policymakers and stakeholders. The second part addresses ASEAN’s security policy in the Indo-Pacific as the premise to study ASEAN’s role in the EU’s Indo-Pacific security policy, as well as the security cooperation between the EU and ASEAN. ASEAN countries have recognized that there are some maritime security priorities in the region, which include: (i) unresolved maritime disputes, (ii) maritime safety and security, freedom of navigation and overflight, and (iii) non-traditional maritime security threats. These ASEAN’s security concerns are almost aligned with the EU’s security policies in the Indo-Pacific, therefore, the EU has recently deepened its cooperation with ASEAN in contributing to the security environment and strengthening the EU’s presence in the region. In the third part, the thesis analyzes the challenges of both the EU and ASEAN in their Indo-Pacific strategy and addresses the opportunities and recommendations for the two blocs. Several challenges for the EU and ASEAN have been found, including (i) differences in EU and ASEAN views of democracy and human rights, especially in the case of the Ukraine war, (ii) US-China rivalry in the Indo-Pacific region, (iii) the lack of capacity of the EU for its Indo-Pacific security policy and (iv) the multilayer foreign policy of the EU. The thesis recommends the EU to play a more active role in security in the Indo-Pacific and continue to promote greater cooperation with ASEAN despite the different views on democracy and human rights.
