This thesis aims to create objective quantitative scoring scales for the more accurate evaluation of startup success in EU public funds where evaluators currently rely on qualitative or subjective quantitative assessments of the applicants. The thesis focuses on the flagship European Innovation Council (EIC) Accelerator program of the European Union. The hypothesis to be confirmed was that specific Market Size and CAGR thresholds exist in the various markets that can universally indicate potential EU-level startup success, making the startup’s application appealing for the EIC Accelerator if the startup reaches these thresholds. After selecting the medical field as the thesis focus, data was extracted from the EIC Datahub on 187 winning medical startups from the years of 2021-2023. The Market Size and CAGR of each selected startup’s target market was retrieved and analyzed. The mean Market Size was concluded to be 6.3Bn USD and the average market size to be 18.93Bn USD, with a 34.30 standard deviation, showing large differences between the selected target market sizes. The mean CAGR was 7.30% and the average growth among target markets was 8.84%, with a 0.05 standard deviation. The identified mean and average Market Size and CAGR values were used as thresholds which marked weighted points in the eventually created objective scales. These evaluation scales are proposed to serve as an objective extension of the “Has the potential market for the innovation been adequately assessed, including conditions and growth rates?” question of the “Market fit and competitor analysis” assessment area of the EIC Accelerator Evaluation Questionnaire. This systematic analysis and resulting objective scales establish a foundation for a future objective quantitative EU evaluation tool that can be used to assess startup success based on market potential according to reference thresholds. However, further research is still required on applying this approach to other major markets and evolving the thresholds over time to also consider other market indicators.
