Absztrakt (kivonat)

In Latin America, the Coronavirus emerged relatively late compared to other regions of the world, and this allowed for the governments to get prepared. Three of the four countries studied took advantage of this, but the Brazilian government did not take the threat seriously and reacted late, when the country was already in serious trouble. Brazil was therefore badly affected not only compared to other Latin American countries, but also compared to many countries in other regions of the world. Official data show that the number of deaths due to COVID-19 per 1 million population in Chile was slightly higher than in Brazil, but this could partially be explained by the exceptionally high number of tests carried out in Chile, revealing significantly more cases of Coronavirus infection per 1 million population, while in the other three countries, especially in Brazil, testing lagged far behind.

In Latin America, COVID-19 posed the biggest threat to elderly people or people with poor health, and to the poor. For developing countries, the pandemic was especially challenging from an economic point of view, because they had to deal with tough fiscal and financial constraints. Also, early access to vaccines proved difficult for many of these countries because richer countries developed vaccine nationalism, being able to afford the rapid buying and stockpiling of vaccines. Thereby, among other things, COVID-19 highlighted gaps in the world that need to be addressed without delay. There are substantial inequalities between the world regions, but also within individual countries. These inequalities increase the exposure and weaken the resilience to extreme situations such as COVID-19. Internal disputes and outrages also revived; many people blamed governments for the inadequate management of the pandemic situation; however, objective evaluations are still missing.

From the point of view of the economy, in Latin America too, the tourism and catering sectors suffered the most from the restriction associated with the Coronavirus, and many of the small and medium-sized enterprises went bankrupt. However, perhaps most importantly, since restrictions aimed at mitigating the risks to human health, digitization, automatization and robotization came to the fore. It became clear that under these conditions, economies would have stopped almost completely without digital services, and in the future, those countries which invest into these innovative solutions could gain a considerable competitive advantage.
