The U.S. is an important export trade object for China and has an irreplaceable influence on China's commodity exports. From 2009 to 2019, the proportion of anti-dumping cases among Chinese exports responding to US trade friction cases was the highest, amounting to 85 cases, accounting for 51.83%. In general, trade disputes occur mainly in export areas with market competitiveness, followed by high-tech and knowledge information areas lacking market competitiveness. China's weak technological foundation and late start of industrial development have kept it in position of technology follower and imitator for a long time. In 2009, the U.S. launched trade disputes and trade remedies to try to slow down the development of China's economy, especially the manufacturing industry. In this context, China is facing a large country with strong economic strength and solid economic foundation, and innovation of manufacturing enterprises has become an important aspect to fight against US trade protection. From the perspective of its own development, the innovation ability of China's manufacturing industry shows a disparity between the development speed of new industries and traditional industries, and there is still a large gap compared with the overseas developed countries in science and technology represented by the United States. Narrowing the gap and getting rid of the restricted technological innovation is an important task for the innovation of manufacturing enterprises at present. From the international market situation, we must realize that, on the one hand, the advantages of labor-intensive industries on which China's manufacturing industry used to develop have declined. On the other hand, the trade friction between China and the United States makes us realize the importance of technology as an important factor of production in economic development. The United States has repeatedly taken measures to restrict the flow of production factors, especially technology factors, to limit the development of China's manufacturing industry. Therefore, China has set the strategic goal of becoming a strong country in science and technology and a strong country in talent, and implemented corresponding policies to support the progress and development of technology and reserve power for economic growth.
