Absztrakt (kivonat)

Ethnic profiling, a practice that was reinforced as a side effect of the 9/11 terrorist attack, is a tool used by police and governmental institutions to categorize ethnicity, race, language, culture, religion, or national origin as the main criteria to determine if an immigrant might be under suspicion of criminal or terrorist activities. However, “is ethnic profiling promoting peace and securing communities from criminal activities in the European Union?” "Is ethnic profiling the best tool to achieve peace and security?" "What are the consequences of its practice?" Through the analysis of four Member States cases, (Belgium, France, Italy, and The Netherlands) that legally support the practice of ethnic profiling, and the utilization of prospective analysis methodology, this documented research answers those questions. What has been found is that besides ethnic profiling is not achieving its goal, this practice is negatively impacting society since it is promoting discriminatory behaviors and humiliating minority groups. In addition, it has been stated past, present, and future consequences of this practice and all of them reveal that people are losing their trust in police. Consequently, if ethnic profiling continues to be part of the legal framework of these countries, it will only encourage people to segregate more the minority groups and racial discloses will strengthen in society and political spheres. Fort these reasons, this research hopes to bring a change in mentality and to put ethnic profiling on the agenda, since there is no space for racism and racial discrimination in the 21st century, as the FRA director, Michael O’Flaherty, remarks.
