ABSTRACT    The close and complex relationship between small and medium countries in Southeast Asia and China, an emerging superpower, has long been formed by geographic location and interdependence in multiple domains. The Belt and Road Initiative (BRI) is expected to strengthen this interdependence and expand the influence of China in the region, which requires Southeast Asian countries to formulate a proper strategy. Looking at the research papers examining the Southeast Asia - China relations within the BRI cooperation, the approach that states in the region applied in response to China’s BRI has not been adequately described. Recognizing this research space, this study seeks to investigate the strategy of Southeast Asian states towards China within the bounds of the BRI cooperation, specifically focusing on Vietnam, Malaysia and Indonesia. Mainly adopting the qualitative approach, the analysis of the strategy that Southeast Asian states apply in the BRI cooperation is based on documentary research of both primary and secondary sources. Drawing on the data collected, combined with analyses, several findings are registered. After examining the perception of Southeast Asian countries about China and the BRI from a historical perspective, the researcher finds out that the perception mainly revolves around the benefits of investment opportunities and the risks of over-reliance and debt distress. While the benefits were pronounced at the early stage of the BRI, more concerns have been raised after a few years of projects’ implementation. This perception is in line with the finding about the region’s hedging strategy towards China’s BRI. From three cases of Vietnam, Malaysia and Indonesia, countries in the region tend to adopt the hedging strategy that leans towards balancing rather than bandwagoning orientation. However, the hedging tools and the extent of balancing orientation of each country are different. The researcher also looks at the influences of emerging issues in world affairs on this strategy and finds out that the current international landscape exerts impacts on both the BRI itself and the hedging strategy of countries in the region. There are elements pushing Southeast Asian countries to move closer to the BRI or making them more cautious in the implementation of BRI projects. From these findings, some implications and recommendations for future studies are put forward.  Keywords: BRI, China, Southeast Asia, hedging strategy, return-maximizing, risk-contingency
