With the development of computer technology and Internet technology, the financial industry has also begun financial innovation in the process of development. A new form of currency - electronic currency is born with information technology and network economy, electronic payment, QR code payment, etc. New payment methods have also promoted the popularization and use of electronic money in people’s daily lives. It has effectively reduced related circulation costs, information costs, standard costs, preservation costs, supervision costs, usage costs, etc., greatly expanding the transaction Space and transaction time, in the modern economy, electronic money plays an increasingly important role. However, in the process of using electronic money, it can profoundly impact the status of money, the function of money, monetary policy, and the role of money. In the process of electronic money issuance, the market also plays a very important role. The emergence of the market has challenged the original monopoly of the central bank, which has also caused huge changes to the originally independent central bank.Based on the development of electronic money in our country and related research on this issue, this article finally puts forward corresponding suggestions according to our country's national conditions and the development of electronic money, combined with the previous impact analysis.This article is divided into five chapters:The first chapter is the introduction part of this article. This chapter mainly discusses the background, purpose,and significance of the topic, research methods,and thesis framework.The second chapter is a review of related research literature. Chinese scholars have been relatively late in the study of electronic currency, and a large part of the research literature is translation and introduction of foreign research literature, so there is not much innovative research on the electronic currency. On the contrary, there is more research on electronic money abroad. There are two opposite views on the impact of electronic money on the central bank: one believes that the development of electronic money will lead to the demise of the central bank's currency and even the central bank; The other is that the development of electronic money will not have a major impact on the central bank's monetary policy. the The third chapter is about the concepts related to electronic money. This chapter first gives the definition, characteristics,and classification of electronic money. The fifth part of this chapter analyzes the development of electronic money in my country, mainly analyzing the development of electronic money in the form of bank cards in my country because, at this stage, the main form of electronic money in my country is still bank cards. This part will analyze the development of electronic money in the form of bank cards in my country through two aspects: the number of bank cards issued and the volume of transactions. The results show that the number of bank cards issued in my country has steadily increased from the perspective of card issuance, and the growth rate is slow. Debit cards account for the vast majority of bank cards. Under the new dual-cycle development pattern in my country, China's bank card industry needs to seize the opportunities of the times to achieve operational transformation and development.The fourth chapter analyzes the influence of electronic money on monetary policy. This chapter is the main part and core content of this article. This chapter first analyzes the impact of electronic money on three monetary policy tools (legal deposit reserve policy, rediscount policy,and open market operation policy). Secondly, it analyzes the influence of electronic money on the effectiveness of monetary policy intermediary indicators from three aspects: the measurability, controllability, and relevance of the money supply. Finally, electronic money's influence on the central bank’s monopoly of currency issuance and seigniorage makes it difficult for monetary policy to be independent.The fifth chapter is about the countermeasures and conclusions of the monetary policy of my country's central bank. Mainly give some countermeasures and suggestions based on the actual situation of our country.
