Homeless care in Hungary is a complex system because it is a field where the work of both governmental and non-governmental organizations intertwine. This leads to a complex financial system where each kind of organization faces different problems in both terms of structure and financing.  Out of the examined organizations and institutions, all are facing financial and structural problems. The financial struggles varies on the type of the given organization, however all of them could use more funding. Most of the funding for institution maintaining organizations are state normatives which can be applied for different projects and services, the smaller problem is the amount of these normatives, but it is the administrative struggles and availability of these funds’ organizations have problems with. This phenomenon leads to the birth of noninstitutional, non-governmental organizations whose income is compiled by only donations; however, they have no regulations about how to work. This leads to mutual services and projects, but it does not solve the existing problems of institutional organizations.  The lack of amount and availability of fundings causes organizations and institutions to become competitors in a market of donations and tenders which results in difficulties in growing and having mutual projects and collaborations.   An important aspect of homeless care is the economic situation of social workers. They receive the central social service salary which is barely more than the minimal wage. A raise is expected in 2022, however the Union of social workers is still not satisfied. The outdated circumstances of social workers lead to heavy labor shortage, constant fluctuation, and aging. This leads to certain portion of the staff being volunteers and having entire organizations made up by volunteers only. While having volunteers working with professionals have some positive aspects, they do not solve labor shortage, nor aging.  Comparing the Hungarian homeless care system to the United Kingdom and Denmark both being good examples as homeless care in the UK is mostly similar than of Hungary, and in Denmark the homeless population is relatively low compared to both the UK and to Hungary. Both of these countries have their struggle in homeless care; however, Hungary could implement certain things from them.
