Abstract Reiqa Salem Musbh Qubailat: Talents Across Borders: The Qualification Passports for Refugees as an Alternative Pathway to Socio-Economic Inclusion Case Study: Integrating UNESCO's Qualification Passport for Refugees in Jordan’s Response to Syrian Refugees (Under the Direction of Internal Advisor: Dr. Bence Péter Marosán)   Today[RS1] , more than 82.4 million people throughout the world have been forced to leave their homes behind as they cross borders in search of safety (UNHCR, 2020). In order to join official employment in a given country, refugees need to present recognized qualifications attesting to their previous knowledge and experiences. To tackle this issue, several local, regional, and international initiatives have provided a spectrum of mechanisms and tools which constitute “alternative” recognition procedures.  The tool this paper dedicates focus to is the “Qualification Passport for Refugees” (QPR). The scope of this paper focuses on Syrian refugees in Jordan. The main aim of this paper is to assess the validity of the hypothesis that “Integrating the issuance of UQPR within the Jordanian schemes for recognition qualifications of Syrian refugees is an effective and sustainable method of achieving socio-economic inclusion of refugees”. The paper also reflects on the efficiency of the QPR in general, and the potential of expanding the UQPR to be used in Jordan. In addition, this paper aims to provide the reader with an understanding of the necessities that have brought QPRs into existence, the principles they are based on, and the goals they are set to achieve. It also provides a detailed account of the stages and steps of issuing the QPR in a practical setting. To assess the hypothesis, the researcher uses an assortment of methods for collecting primary data ranging from interviews to data analysis and surveys. The researcher then investigates the realities of hosting Syrian refugees in Jordan by analyzing recent data and reflecting on findings from the latest studies and reports. There are estimably 9,443 Syrian refugees in Jordan missing out on joining higher education and around 57 percent working in professions unrelated to their experience. Applying the UQPR for less than 6 months has resulted in 582 qualification passports that enabled their holders to seize a range of opportunities. Jordan has demonstrated proof of the need for alternative processes as well as the necessary conditions for adapting them. The UQPR is therefore a valuable method with the potential of becoming the “Bologna process of refugees”.
