Since the increasing globalization at the beginning of twenty- first century, cultural diplomacy- a pervasive phenomenon- has become more widely used in each country's policy because it is the most direct and effective channel to influence public consciousness and international opinion. At the Conference on Culture and Diplomacy held in the United States in 2000, US President Bill Clinton emphasized that: ‘Culture has a strong penetrating power to achieve goals that political and military measures have not yet been able to do’. The strength of culture has a great role in building trust between nations, helping to deepen and tighten political and economic relationships. Due to the collapse of Soviet Union, the end of Cold War, the economic crisis and especially terrorism disasters, cultural diplomacy has appeared as a guideline, making the world gradually tend to be moving from confrontation to cooperation and mutual development. In the period of 2009-2016, it was the successful implementation of cultural diplomacy under Barack Obama presidency that America continuously reinforced its superpower position in the international arena. As an imperative strategic partner with the US, Vietnamese cultural diplomacy also shares similarities with this great power as they are a part of the overall state diplomacy and support long-term national interests. Doing research on these two countries will help the world to have a broader perspective about their awareness and implementation methods of cultural diplomacy as well as assist themselves in spreading each other's culture to enrich their own identities and contribute to a more diverse and elite cross- cultural world.
