Indochina was the name used to call the French colonial territory in Southeast Asia, now the three neighbouring nations Cambodia, Laos, and Vietnam, during the 19th and 20th centuries. The term “Indochina” has not been used officially since the three nations gained independence, but in the present, it is usually used by both public and scholars to mention the special relation and solidarity between Cambodia, Laos, and Vietnam. Vietnam sees Cambodia and Laos as neighbours with a close history, traditional partners, and potential commercial markets, and the two nations have important positions in Vietnam’s foreign policy. Along with other ASEAN countries, Cambodia, Laos, and Vietnam cannot be excluded from the United States and China rivalry in the Indo-Pacific region. With different visions and approaches to the competition for influence, China has increasingly invested in Cambodia and Laos through economic aid and infrastructure development projects in the framework of the Belt and Road Initiative, while America with concerns over the South China Sea territorial disputes puts effort to make Vietnam an ally in the region. Laos and Cambodia seem to choose the side of China; Vietnam maintains its constant neutral standpoint of no alliances – keeping a positive relationship with China while increasing cooperation with the U.S. in terms of security and economy. It is apparent that the U.S. could bring such benefits to Vietnam through the Indo – Pacific strategy, especially in the context of the dispute in the South China Sea but Vietnam has done a good job in balancing two big powers. Along with keeping up with the Sino-American rivalry, Vietnam also has to deal with a growing China in next-door nations Laos and Cambodia. The dominance of China in Cambodia and Laos not only can jeopardize the relationship between Vietnam and the two neighbours, but also can put Vietnam’s national security under threat.
