China’s Belt and Road Initiative (BRI) - also known as the One Belt, One Road initiative, first announced by the Chinese President in 2013, is one of the most crucial initiatives in modern Chinese history. “Belt” refers to the connection of land infrastructure projects. It aims to link China with Central Asia, Russia, and Europe, China with the Persian Gulf and the Mediterranean Sea through Central Asia and West Asia, and China with Southeast Asia, South Asia, and the Indian Ocean. The ambitious “21st Century Maritime Silk Road” connects many remote waters worldwide, starting from China’s coastal ports and passing through the East Sea, South Pacific, and the Indian Ocean. China is significantly actively implementing the BRI to attract participating countries, and Vietnam is one of them. Whether through the BRI, China can build its influence over Southeast Asia and its influences on each country, including Vietnam. Most likely, through the BRI, China’s influence in Southeast Asia will increase but not to the extent of creating a Central order in the region. Two main factors can be explained: the first is the individual nation’s response to China’s belt and road initiative. Second is the level of reliability that Chinese projects bring.Although Vietnam and China have rival histories, they can hardly refuse to join the BRI initiative because of Vietnam’s geography. The critical question is to what extent Vietnam is willing to participate in the BRI and what opportunities and challenges this initiative will bring to Vietnam, especially when China is taking increasingly aggressive actions in the South China Sea. So far, there is still no valid answer on whether BRI is a necessary policy for Vietnam or not? Or will Southeast Asian countries’ deep involvement and dependence on the BRI create opportunities for China to expand its hegemony and influence over these countries? Moreover, which scenario will Vietnam forecast if participating fully, not wholly, or not participating in the BRI? The ultimate goal is to protect the core values and interests of independence, autonomy, and ownership of national rights and integrity of the country?Keywords: The Belt and Road initiative, Southeast Asia, China – ASEAN relation, Vietnam-China relation
