Absztrakt (kivonat)

Freshwater is the most important natural treasure of our Earth, the lifeblood of all life, which radically defined and influenced human civilisation’s formation and development. Water is vital for human survival and essential for sustaining health, socio-economic well-being, and almost every human activity such as agriculture and the production and transportation of goods. Further, water is the only scarce resource that does not have a substitute. Thus it is not surprising that access to water has provoked conflicts. International law over water is poorly regulated and developed. However, water demand is permanent, immediate, and powerful. As a result, the nexus between water and conflict has been an emerging topic among scientists.  In 1995 Ismail Serageldin, former Vice President of the World Bank, warned that “if the wars of this century were fought over oil, the wars of the next century will be fought over water”. Water has already contributed to conflicts among nations. As water becomes more scarce in some regions of the world, future conflicts over it will increase. Human needs for water are growing due to population growth and climatic changes but still, water supply systems cannot keep up the pace, resulting in increased competition between sectors and nations for scarce water supplies. In addition, water use and supply systems are highly becoming an instrument of wars, as some countries’ water resources are controlled by other countries. Jordan and Israel are one of the most water-scarce countries in the world, and they also share water sources as both of them are riparian states of the transboundary Jordan River.Conflicts over transboundary rivers will likely remain since water is crucial for basic survival, irreplaceable, crosses international borders, and is scarce. However, for the same reasons, water can play a source of cooperation between nations. In the case of Jordan and Israel, apart from their historical disagreements, they have been made efforts to create a kind of lasting peace in the region.
