Absztrakt (kivonat)

The German and China economic relationship has been intensifying in the last decade because of the high level of compatibility in trade products. The German-China trades are relatively balanced and supplementary. But the recent development of the Chinese technologies added more competitive factors in the trade relationship. In addition to the technological development, the long debates about human rights in China, and the pressure from the US made Germany redefine the position of China as an important partner, economic competitor and systemic component and emphasize on the principle of reciprocity. Germany has already integrated the national interest into the EU interest which has had a huge effect on the China policy. According to the express of Merkel, the chancellor of Germany, Germany seeks to establish a more united EU which has a common attitude towards the China issues. One of the reasons is to use the EU organization to mitigate the pressure from the US and to prevent the foreign penetrations into internal affairs and division of the member states in the coming turbulent era. The Covid-19 pandemic made Germany realize that reliant on the Chinese supplier chains and on the Chinese market limited its’ policy making, the case of HUAWEI is the representative example. The German government will encourage the automotive firms to explore more potential markets and supplier in other countries while maintain some supplier chains in China in order to reduce the Chinese influences and keep the German automotive shares in China. Because the German China-policy has a ripple effects within EU, it can be estimated that the EU-China relations will be characterized by more competition and the EU and Germany will take a tougher position in some specific areas but keep the dialogue as the major method to resolve the disputes. The EU’s China policy will shift gradually from a pragmatic economic-led policy to a value-led policy in the future.
