Absztrakt (kivonat)
The main interest of every sovereign entity is to maintain its security, independence and sustainable development. European Union is an organization that has made these promises, and has the obligation towards its member states to deliver all of the above. As the security is a vital necessity of the states and citizens equally, the Union’s existence depends considerably on the cooperation in the area of defense and security. The EU has a set of institutions and organs that assure its existence as an intergovernmental political-economic entity, it also has its own security and defense policy. This on the one hand, allows the Union to act consistently and systematically for the achievement of common security and defense aims, and, on the other hand, it allows member countries to integrate their national security policy and defense in the European Union. Hence, there is an amplification in both, the effectiveness of the common security and defense policy promoted by Union as well as in the duplication of expenses and functions. The avoidance of the latter has become a primary objective of the most recent meetings in the EU main institutions. Also, the importance of the matter is not new for the community, so the acknowledgement of the necessity of increased cooperation is becoming more tangible for future perspectives. The paper emphases on the development and dynamics of the Common Security and Defense Policy (CSDP) of the EU, the background and the progress it has made in the field. Analyzing the decision making process, instruments and capabilities. An important chapter is the EU-NATO relations, as the two organizations share common objectives and aims. The EU's relations with NATO and the USA became a significant external factor. Mainly because since the creating of CSDP as an institutional system, the NATO alliance acted as a model for European strategists. But it is also necessary to mention that Washington looked at the EU's desire to create its military-defense potential as a kind of supplement to NATO and sought to keep these integration processes within the alliance. So, the collaboration between the organizations has a long history and a background that shaped the defense and security arena of not only the European continent, but also the international dynamics.
