BUDAPEST BUSINESS SCHOOL FACULTY OF INTERNATIONAL MANAGEMENT AND BUSINESS MASTERS OF INTERNATIONAL RELATIONS “DIGITAL GOVERNANCE AND DIPLOMACY” Summary By: Alaa Shuaeb Supervisor: Dr. Judit Szilagyi Budapest,(2018) KEYWORDS: Politics, Governance, Diplomacy, Soft power, Cyber-security, Cyber-crime, Dark web, Cyber-warfare, Data manipulation. At this time, nearly every person across the globe is connected to the internet. Since it plays a progressively significant role in our lives and every year the amount of time we spend on it keeps increasing. We spend hours every day surfing the net, checking different social media platforms, and completing some of our daily tasks on the internet. However, it is impossible to ignore what is going on in the world. The world is boiling, wars, refugees, terrorism, scandals, it all seem closer to us because of the internet. The Internet has reshaped the process of politics, and it keeps changing rapidly every year. Modern technology has made it easier for politicians to get closer and seem more transparent and trustworthy to their citizens since most of them have accounts on different social media platforms. They can communicate, interact, and share stories or even some personal updates like a picture or a video with their audiences. Moreover, in the past, the politician’s administration had to give out flyers and reach people through TV, radio, or newspapers. However, this has changed since politicians now can use Facebook, Twitter, and other social media platforms to target voters from both opponents and supporters. In addition, the Internet has made diplomacy and the international relations easier, since politicians, as well as leaders, can communicate with foreign governments and populations over the internet. Today, we can see many countries having several social media accounts to manage their image and reputation in front of the public and other countries. They can also tailor their messages to their targeted audience and answer questions from foreign citizens on Facebook and Twitter since using soft power is extremely beneficial and does not cost anything. On the other hand, since social media is relatively new, we have just started to notice its hidden side effects on politics. Recently, we have started perceiving more politicians using different social media platforms to obtain information about their citizens to tailor their campaign messages to target, manipulate and sway them. Besides, there have been an increasing number of fake news on different social media platforms and customized stories, media and news to every person depending on his or her perspectives and other psychological techniques, which have contributed to the increase of political polarization. The link between social media platform and the political governance, is the online users. Their actions along the internet and social media attributes to their psychological behavior, which plays an essential part in the new digitalized diplomacy and governance. To understand how it works and the connection between all the elements, a theory called “The Big 5 Personality Theory”, categories the online users into 5 segments, to know the best technique to approach them, through developing personality tests over the social media, such as Facebook. The big five personality theory is a model that defines human personality and differences based on five domain factors which are: openness, conscientiousness, extraversion, agreeableness, and neuroticism. These factors and often represented as OCEAN. So that it becomes easier to impact their decisions and influence their political views. In the digital age we live in, every step and move is being recorded just as a footprint but in the digital form of a footprint. Thus, privacy in the virtual age seems coming to its end. After the scandal, Facebook stated that there are new controls that will be implemented to help users delete their history – what they have visited, clicked and liked. Also, the Internet has changed the form of warfare. Countries, terrorists, and criminals have all utilized the internet to their own agendas and propaganda at the expense of the common citizen and the weaker country. Stopping the negative impact of the internet on our lives, societies and the world is hard and requires lots of work from every single individual, corporation, and country. People should learn how to distinguish between real and fake materials, and to do so, they must seek reliable sources to get their news and information from, evaluate the source of information, and learn how to double-check it against other sources. Also, people should educate themselves to not fall for the global propaganda that aims to manipulate them. Moreover, countries should come together and work on limiting illegal usage of personal information and sensitive data. They should establish an international organization like the United Nation to maintain cyber-security and international peace through international agreements. There should be technical solutions, such as blacklisting the phishing sites, blocking and removing them from the internet, building better security systems and spyware, imposing hefty penalties on whoever hack, steal data or alter them, sell personal information, negligence, spread fake news or assist in spreading them. Also, governments should work on building better connections and improve acceptance and communications between people from different backgrounds or countries to have civilized societies. The thesis focuses on analyzing the impact of the internet on international politics. Following this line of inquiry, the research investigate in detail the concept of digital diplomacy, the use of social media and its impact on the public. The research also specifically detail and analyze the political use of the Internet and social media and how states are employing these tools to achieve their goals. The study examine the opportunities and challenges that the media platforms offer and reasons the importance of utilizing this tool by all countries. The conclusion of the paper propose how the Internet and the vast social media platforms affect sensitiveness and privacy of each state and its citizen. To avoid conflict from happening, the big data and users’ private data must be protected, it is an essential part that a security of a state stands behind it. The European Union is one of the first regions to announce the urgency need to take this matter seriously, and to do all the required work to protect their own security and their citizens’ data. In my research I also analyzed their procedures and the new regulation called the General Data Protection Regulation of EU citizens. In my opinion it is a very important step toward security protection for both the state and the public, plus it contributes to avoid and cyberwars and attacks from arising. The dissertation aims to highlight the negative implications of the Internet and social media on politics and provides solid solutions to minimize the internet and technological vulnerabilities.
