Absztrakt (kivonat)

The global value chains is a phenomenon that resulted from the globalization process, to which most of the countries in the world are aiming to participate. Therefore the engagement of the economies into the world economy is closely linked to their participation in the global value chains. As a result, both developing and developed countries are aiming to increase their involvement in the GVCs, besides upgrading their activities in order to capture more value-added and subsequently more revenues. Morocco is one of the developing countries with future economic growth plans based on a higher integration in the global value chains. Therefore as a Moroccan, I see that it is necessary to investigate this topic, especially that in the existing literature, Morocco is approached as a part of the MENA region or the North African region. In this research, I will be using data from OECD-WTO TiVA database in order to investigate the degree of Moroccan participation in both backward and forward activities, highlight the measures that were established by the Moroccan government aiming to increase the Moroccan involvement into the GVCs. Besides identifying the problems that stop the kingdom from further integrating into the of global value chains, and at the end offering recommendations of actions to be taken to improve the country’s situation in the GVCs. Morocco has spent the last decade implementing reforms and strategies covering different sectors to ensure an efficient integration into the global value chains. Thus the country was able to establish itself as a strong competitor on the international market of labor-intensive low-value product, besides the agricultural products, and the mining products, due to the comparative advantages that the country own in these sectors such as the natural resources, low-cost labour. To reinforce its position on the international market, Morocco has signed trade agreements with countries around the world mainly coming from Africa and Europe. Morocco succeeded in having a backward engagement into the global value chains but is facing challenges to strengthen its forward participation due to a lack of efficiency in some sectors. However, the country could attract some business sector services which account for a significant percentage of the value added captured through global value chains. The biggest challenge facing Morocco that the country must overcome to drive sustainable development in all the sectors is the failure of the Moroccan educational system since it delivers skills that do not match the requirement of the labour market. Besides the Middle Income Trap that threatens the Moroccan economy, and its economic growth. To overcomes all the challenges Morocco is facing on its development path the country must spend further efforts to increase its FDI attractiveness. In addition, to complete the ongoing projects aiming to improve the country’s infrastructure, and establishing efficient and intensive reforms concerning the labor market, education, and training sectors, the reforms should target the creation of harmony between the three eras. Besides, the country must elaborate measures in order to encourage both firms and labour to adapt to the latest technologies and elaborate R&D in the kingdom.
