In the present, the characteristics of the network economy of knowledge economy are more and more obvious. Human resources and its control have become the focus of modern enterprise management and operation. To this end, we need to fully build a human resources cost management system within the enterprise display the composition and management model of human resources cost basically, in order to provide guidance to the enterprise's human resources cost management practices. The construction of enterprise human resources cost management system needs to be implemented with the following work, especially from a strategic perspective, that the construction of management system should comply with the objective law of human resources cost management in an all-round way in order to combine its specialty and generality with a focus on the management and provide useful management information to the management of the enterprise through cost accounting. As a scarce resource, there must be some costs for the acquisition, development and use of human resources. With the continuous deepening of today's market economy, the demands placed on the modern enterprises are also getting higher and higher, not only to strengthen the control and management of material costs, but also to comprehensively strengthen the control over the cost of human resources to fully utilize the human resources. At the same time, the labor productivity should be maximized. With the market competition becoming more and more fierce, the small and medium-sized enterprises pay more and more attention to cost control, human resources cost control is also included. Human resources are the most important resources in enterprises. Reasonable human resource cost can motivate employees, improve labor productivity, and improve the profit and market competitiveness of enterprises. Therefore, the study of "human resources cost control" on enterprise management has an important theoretical and practical significance. This thesis first analyzes the cost of human resources, and then focuses on the strategic human resources cost management framework and implementation process to explore and provide the control strategies of human resources cost management from a strategic perspective. And then the thesis discusses the current situation and existing problems of human resource cost control, in view of the existing problems of human resource cost control in small and medium-sized enterprises, the quantitative and qualitative analysis methods are used to discuss the human resource cost control system. Finally, the thesis puts forward the optimization plan of human resource cost management, based on the organizational structure and human resource structure adjustment, taking human resources total cost control as the prerequisite, respectively, optimize the program design in the salary cost management, recruitment cost management and training cost management.
