Diplomacy, similar to other aspects of international relations and politic activities, have had ceased to be a traditional activity exercised in a two-ways form, from diplomatic to diplomatic. On the other hand, it has been moved to a more inclusive activity in which the new actors have been gaining power to influence political activities, and have an equal impact in the international field due to their participation and interaction. Consequently, a set of new models, with the aim to expand their performance, has emerged. Therefore, it´s possible to analyse a series of international changes that if the relevant guidelines are used can result in favourable development for nations and citizens. Cultural diplomacy is not an exception; formerly, reserved in the power of the nation-states, this facet of diplomacy has nowadays presented an active participation from different players, an emerged action related to the globalization era. Simultaneously, the role of globalization in turn, provoke the mobilization of diasporas, migration flows and as a consequence cultural intermingling. In the actuality, the diplomatic debate about the methods, the technics and the different strategies of cultural promotion, highlight the power of the new actors and its activities, which brings new challenges for the chancellery and the State, at the time to create new international agendas. The relevant tools for this diplomacy are an intelligent use of the country image, cultural heritage, cultural diversity and the natural resources. The education and the international cooperation are other important instruments. However, Mexico is a nation that declares in the legislation to the Ministry of Foreign Affairs as the administrative organization to develop and to perform the diplomacy in the country. In addition, the Organic Law and other internal regulations declare the activity as private for the official diplomats. If the authorised role of diplomatic activities is reserved exclusive to the diplomat body by the law of the nation-states, which position can those new actors play in the cultural international activity? The main purpose of this research work is to present a short analysis of the non-state actors’ impact and their influence in the cultural diplomacy, focused on the Mexican country case study. After presenting the proper definitions and theories related to the thesis topic and a brief summary of legislation and diplomatic history, the analysis explains the difficulties and challenges that the country has faced in order to promote the cultural diplomacy and the Mexican positive image. In addition, after the pertinent conclusions based on the results of the investigation, this thesis presents a proposal to create the Hungarian chapter of the MX Global Network.
