Absztrakt (kivonat)

The European Union member states have been actively engaged in favor of their south Mediterranean neighbors for several decades through an establishment of a privileged relationship under the European Neighborhood policy based on a mutual commitment to common values such as democracy, the protection of human rights, guaranteeing the rule of law as well as establishing the principles of an open market economy and the performance of a sustainable development. Nowadays, the situation has changed in almost all the European Union neighboring member states mostly due to the Arab Spring.  In fact, the Arab spring came as a wave of political and socio-economic changes and had hit many neighboring member states and has totally shaken their political and socio-economic situations. Mostly because of the very weak basis left by the former regimes, these countries are now facing multiple challenges most of them are related to the new political and economic transitions they were forced to cross.  The results of the deterioration of their situations have affected the neighboring European countries but also the European policy as a whole. Indeed, while even though many positive changes and adaptations were introduced by the European Union, the reorientation of the European Neighborhood Policy does not seem enough to contribute to a deep change in these regions. Several obstacles have appeared against the establishment of a virtuous partnership between the European Union and its Arab spring neighbors.  Tunisia as the only ‘successful’ example among the Arab spring member states is grabbing the world’s attention but most importantly the attention of one strong neighboring actor, the European Union. Different initiatives have been registered since the Jasmine revolution in an attempt to save the new transitional phase the country is going through. In this paper, the ‘success’ of the Tunisian revolution will be first deeply studied in order to confirm the degree of its truth and reliability. Special focuses will be given to the political transition but most importantly to the main economic difficulties the country is facing.  Up to date economic indicators as well as the real situation of the main economic sectors will be highlighted to give a reliable explanation about the economic transition in Tunisia after the revolution. Some new post-revolutionary social challenges that are hidden to the international media but still harming the Tunisian economy and drowning the revolution’s healthy path will be explained to give an overview about the situation nowadays in Tunisia. The answer of the European Union to the political and socio-economic challenges as a supporting partner will be provided and criticized later from a Tunisian point of view in order to explain whether there is a dependence on the European side for the contribution to the success of the Tunisian transition.   The analysis of the degree of the success of the revolution will mainly refer to real life facts as well as published articles and books attesting this new transitional phase. The effectiveness of the neighborhood policy and the dependence of Tunisia on it will be finally concluded. These analyzes will lead to the conclusion that even if the Tunisian democratic transition seems to be successful and taking the right path, the economic difficulties and social inequalities are still persisting and increasing day by day hardening the way for the economic transition. The difficult path of the Tunisian economic recovery came as a result of the very weak institutional and economic ruins left by the former dictatorial regime and the results are sadly assumed by a new ambitious generation aiming to finalize the revolution and forget about any detail that could remind them of the very bad pre-revolutionary situation. We will finally conclude that the Tunisian transition could not be said to be successful yet. Even though the political transition is crossing a very optimistic way, the economic and social transitions are still lagging far away behind and this is what led the country to launch direct emergency calls for help to other stronger partners in the international scene. One of the leading powers nowadays is the European Union and the close geographical and cultural relations have eased the establishment of political and economic relations between both partners. The desire to strengthen the ties between Tunisia and the European Union is also due to the support of the European Union member states for the democratic transition in Tunisia and for peace keeping in the whole North African and Mediterranean region. The instauration and the maintenance of peace and security as well as the launching of an inclusive development are nowadays an urgent necessity not only for Tunisia but also for the EU. In order to reach these objectives, more collaboration and more common work are needed between the different participating partners. Since 2011, the European Union has shown a will of a continuous financial and diplomatic support to Tunisia for a better implementation of a successful democratic process in the country. However, with the many upheavals and challenges that daily appear in the region, the needs are increasing day by day and the need for more presence and support is similarly increasing. Both partners should show more commitment and more determination as well as more solidarity towards each other in this time of crises. Tunisia has no better alternative than the commitment to these agreements and this would confirm its dependence on the European side. However, despite this dependence, the European Union must also fully assume its obligations towards Tunisia. The European Union has a moral and political obligation to help Tunisia regain its political stability and achieve its economic catch-up. The strong position of the Union in the international scene, should not in any way allow the member states to benefit from the critical situation Tunisia is going through to achieve their own personal goals. The establishment of refugee camps as the price to pay for a political or economic cooperation must never take place again in the mutual discussions. In fact, the stability of Tunisia is already indirectly guaranteeing the stability of many neighboring European Union’s member states and this could not be estimated at any price for the Union. Despite all the issues, Tunisia is already closing many doors of threats and disorders to its neighboring European countries. The new geopolitical fractures have sadly created a global threat of extremism, radical violence and obscurantism mostly among young people throughout the region. More support in this field would be a royal road to immunize Tunisia against extremism and violence, and to protect its youth against disappointment and despair and all the consequences that may come with. Tunisia is depending on the European Union to save the dreams of its ambitious people but The European Union is also dependent on Tunisia to guarantee peace and security for its Mediterranean member states, even though it is not explicitly declared. Tunisians and European Union members need to work together in a more supportive, strong and courageous way. There is in fact an urgent need to move on to a global and structuring approach in order to save Tunisia which is considered as the last regional hope and the only successful or rescued example among the Arab spring countries.
